Short answer: e-Aasthi 2.0 is the Greater Bengaluru Authority's property-record system, launched on 22 Sep 2026. Buyers use it to see whether an e-Khata is draft or final, and to move the khata after a Kaveri registration. Draft-to-final, mutation and tracking were open at launch. Bulk khata for apartments was only announced.
- Launched 22 Sep 2026 at GBAeAasthi.karnataka.gov.in. Public use had been announced for 21 Sep.
- At launch: more than 35 lakh properties, around 23 to 24 lakh draft e-Khatas, around 11 lakh final ones.
- Open then: draft to final, final e-Khata with mutation, Kaveri-linked mutation, online tracking, B-Khata to A-Khata.
- Later: bifurcation from 28 Sep 2026. New khata, bulk apartment khata, corrections to a finished e-Khata, and amalgamation were phased.
- Seven-day objection window: the Aadhaar automatic mutation service of 12 Aug 2025. The 2.0 notes do not say it changed.

"Already on e-Aasthi" means a file exists. You still have to read the status, the name on it, and whether the next service is open. That is what should move a token date.
What is e-Aasthi 2.0?
The GBA's upgraded e-Khata system. Karnataka Revenue Minister Krishna Byre Gowda launched it on 22 Sep 2026 (The Hindu, 22 Sep 2026). On 17 Sep, Chief Commissioner M. Maheshwar Rao said public use would start on 21 Sep at GBAeAasthi.karnataka.gov.in (The Hindu, 17 Sep 2026).
The first e-Aasthi went out under BBMP in October 2024. Around 25 lakh e-Khatas were scanned and put online then, the launch report says. Wards and tax are a separate story, in our note on what the new city corporations changed.
On 27 Oct 2026 the old host, bbmpeaasthi.karnataka.gov.in, returned a page that sends citizen addresses (application status, inheritance mutation, pending mutations, amalgamation, EC upload) to https://gbaeaasthi.karnataka.gov.in/. The new host timed out in that check. The service list below comes from the announcements. We could not file a form on the new host.
Which services were live, and which were only announced?
The 17 Sep list and the 22 Sep launch do not mark every job as ready.
| Service | What was said | When | For a buyer |
|---|---|---|---|
| Draft to final e-Khata | On the services list | From 21 Sep 2026 | Ask to see "final" before a registration slot |
| Final e-Khata with mutation | On the services list | From 21 Sep 2026 | The name change is part of the sale |
| Kaveri link for mutation | On the 17 Sep list. Launch report also names BESCOM and BWSSB | 21 to 22 Sep 2026 | The systems exchange records. Check both |
| Online tracking | Listed, and repeated at launch | From 21 Sep 2026 | Keep the application number |
| B-Khata to A-Khata | On the services list | From 21 Sep 2026 | Fee and eligibility are in the plots guide |
| Khata bifurcation | Online module from 28 Sep. TOI: up to 20,000 sq ft, with a road to each piece | From 28 Sep 2026 | If the site is being cut, ask for both plans |
| New khata | Later, in phases | Announced | A promise is not a screen you can open |
| Bulk khata for apartments | Later | Announced | Ask how this flat gets its own e-Khata |
| Corrections to a finished e-Khata | 17 Sep: later. Launch report: workflows for name and extent | The notes disagree | Ask which screen is open |
| Amalgamation | Later. TOI: still being built as an online process | Announced | Leave it off the deal date |
| Digital signature, no Aadhaar | Minister: "We are introducing digital signatures" | Announced at launch | Ask if the route is open |
| Automatic mutation, 7-day window | BBMP service, 12 Aug 2025. Not restated in the 2.0 notes | Since 12 Aug 2025 | Leave seven days after both e-KYC checks |
Full citations are in Sources. Two lines from that coverage get stretched on a site visit.
Kaveri, BESCOM and BWSSB share registration and property information, and records can update from the e-Khata, The Hindu reported. In the New Indian Express, the minister said the aim was fewer trips with the same papers, because the government systems already hold them. A new BESCOM or BWSSB connection remains that utility's own form. We have not seen a notice that the portal submits it.
The 2.0 notes give no number of days for a mutation. The seven-day rule is the August 2025 service, below.
How does a draft e-Khata become a final one?
A draft is the digitised old record. A final e-Khata is issued once the owner's details are accepted. At launch, The Hindu quoted the minister: more than 35 lakh properties, around 23 to 24 lakh digitised with draft e-Khatas, around 11 lakh owners with a final one. The New Indian Express said around 24 lakh drafts. The Times of India said around 23 lakh. Same meeting. We use the Hindu's range, and on it most properties sat outside the final count.
A resale flat on a draft is common. The file is unfinished. The minister said anyone still waiting on a final e-Khata can apply online (New Indian Express).
A or B is which register the property sits in. Draft or final is how far this digital file has got. The registers themselves are in our A-Khata, B-Khata and e-Khata guide.
What we ask for, in this order:
- Open the property and read the status. The lookup is in our answer on how to search a property ID on e-Aasthi.
- On a draft, the seller files the conversion. Tracking was listed from 21 Sep, so take the application number. A photo of a form is not a number.
- Read it again before the Kaveri slot. Registration has needed an e-Khata since 30 Sep 2024 (The Hindu, 28 Sep 2024). Final is the finished record. We have not seen a circular that says a counter must refuse a draft, so ask there too.
How does mutation work, and what is the objection window?
Mutation puts the khata in the buyer's name after the sale. From 21 Sep the list included a final e-Khata along with mutation, and a Kaveri link for it (The Hindu, 17 Sep 2026). The launch report adds that one property can carry several deeds, from before 2004 and after, and that inheritance and mutation are being streamlined.
The click-path we can quote is older. On 12 Aug 2025 BBMP opened an Aadhaar automatic mutation service (The Hindu).
- On e-Aasthi, open "e-Khata Automatic Mutations, Get Your Mutation" under Important Instructions.
- Search the pending mutation with the EPID.
- Buyer and seller both do Aadhaar e-KYC.
- If the Aadhaar matches the owner's e-Khata, approval comes after a seven-day objection period, when nobody has objected.
- A dispute goes to the authority for an inquiry.
The September 2026 notes never restate that period. The old pages now point at the GBA portal, so the door has moved. We have not found a note that shortens the seven days. Leave them clear after both e-KYC checks. Seven days is a long gap if the movers are already booked.
Read the name, the extent and the earlier deeds before you start that clock. An objection means an inquiry. Once your name is on the e-Khata, tax and the utility forms are the next pile, in our note on the first 90 days after buying.
What changes for a plot, and for a flat?
From 28 Sep 2026 the GBA opened online bifurcation for eligible properties, detailed in our guide to joint A-eKhata plot subdivision (The Hindu, 22 Sep 2026). The Times of India quoted a size: up to 20,000 sq ft, an approach road to each piece, and both the bifurcation plan and the road plan uploaded. After approval, the owner gets the split and the e-Khatas online. The minister's example was one site cut into four. He also mentioned owners who had sued because the split was approved and the road was not.
Over 20,000 sq ft, he said 15% of the land is given up under town-planning rules. Paying guidance value and keeping the land was still being examined. Leave that option out of a budget.
B-Khata to A-Khata was on the day-one list. Eligibility and the fee are in our guide to B-Khata plots and revenue sites. A flat in a large block is another kind of file.
The building often has one khata long before the flats do. Bulk khata for apartments was on the "later" list (The Hindu, 17 Sep 2026). Until that module is visible, ask what khata the land and building hold, whether this flat has its own, and whether that one is draft or final. "We'll do e-Khata in bulk" is a quote from an announced service.
If the name or the extent does not match
The launch report describes workflows for a wrong name, a previous owner still on the file, and a wrong extent (The Hindu, 22 Sep 2026). Five days earlier the commissioner had put corrections to a finished e-Khata in the later batch. If the deed, the tax receipt and the e-Khata disagree, pause the token. A lawyer should say which paper moves first.
Owners outside Karnataka, NRIs included, can apply online (New Indian Express). Someone without Aadhaar was told digital signatures were being introduced (The Times of India). Ask the portal before you rely on that.
Buyer checklist
Open the file before you pay anything. Match status, owner and extent, and the PID against the receipt on the property tax portal. Kaveri still asks for an e-Khata. The 2.0 launch did not lift that 30 Sep 2024 rule.
Before a token:
- [ ] Property opened on e-Aasthi 2.0, or the old BBMP address has sent you to the GBA portal
- [ ] Status read: draft or final
- [ ] Owner's name matches the seller on the deed
- [ ] Extent matches the deed and the latest tax receipt
- [ ] PID checked on the property tax portal, tax paid up to date
- [ ] For a B-Khata plot or revenue site, the conversion route and who pays are in the agreement
- [ ] If the site is being split: bifurcation plan and road, against the module from 28 Sep 2026 (up to 20,000 sq ft in the minister's account)
- [ ] For a flat: building khata, or this flat's own khata. Bulk apartment khata was only announced
Before registration:
- [ ] An e-Khata is in hand (required since 30 Sep 2024)
- [ ] Any draft-to-final application has a trackable number
- [ ] Both parties can finish Aadhaar e-KYC, if you use the automatic route
- [ ] Seven clear days after that e-KYC, on the 12 Aug 2025 rule, unless the portal shows a newer window
- [ ] Deed name and extent are the ones you want on the khata

The Hindu reported the minister's figures that day: more than 35 lakh properties, around 23 to 24 lakh draft e-Khatas, and around 11 lakh final. Most properties were outside the final count.
Yes. From 30 Sep 2024 an e-khata has been required, with e-Aasthi and e-Swathu linked to registration. The 2.0 launch kept the rule and linked mutation to Kaveri.
Seven days on the automatic service of 12 Aug 2025, after buyer and seller finish Aadhaar e-KYC, if nobody objects. A dispute goes to the authority. The September 2026 notes do not revise that period.
It exchanges property information with those utilities, and records can update from the e-Khata. A new power or water connection is still the utility's own application.
The chief commissioner put bulk apartment khata in a later batch on 17 Sep 2026. Ask if this flat already has its own e-Khata, draft or final.
From 28 Sep 2026, for properties up to 20,000 sq ft, with a road to each piece and both plans uploaded, as the minister told The Times of India. Over that size, 15% of the land is relinquished. Paying guidance value instead was still being examined.
GBAeAasthi.karnataka.gov.in. On 27 Oct 2026 the older bbmpeaasthi host sent citizen links there. The new host timed out in our check, so confirm the page loads.
Lawyer note: Khata, mutation and bifurcation on this page are general information, not legal advice. A property lawyer should read the title before you pay or register.
