Which master plan zoning applies to a Bengaluru property in 2026?

Illustrated text card reading: Bengaluru Zoning: RMP 2015 vs RMP 2041 for Home Buyers

Short answer: As of 29 Oct 2026 the zoning in force across the BDA area is still the Revised Master Plan 2015. The 2041 plan is not ready. BDA has only notified a draft road grid for the outer ring of villages, open for comments until about 8 Dec 2026. Check the 2015 land use and the draft road sheets before you pay.

Key takeaways
  • RMP 2015 is the plan that decides land use today. A brochure that quotes "2041 zoning" is quoting something that has not been notified.
  • The 2041 work is split. BDA plans the outer area and the Greater Bengaluru Authority (GBA) plans the core city, according to news reports.
  • The draft road grid is the live risk. If a proposed road crosses a survey number, plan approvals there can stall.
  • Zoning is one check, not the whole check. Conversion, khata and plan sanction still have to line up.

People often say "CDP" when they mean the master plan. CDP stands for Comprehensive Development Plan, the older name. In Bengaluru the operative document is called the Revised Master Plan, and the version in force was prepared for 2015. It has outlived its year because the next plan has taken longer than expected. That gap is why buyers keep hearing two different stories about what a piece of land is allowed to become.

What is the Revised Master Plan, and why does it matter to a flat buyer?

The master plan is the map that tells you what each parcel may be used for: residential, commercial, industrial, agricultural, park, or a road reserve. It is prepared under the Karnataka Town and Country Planning Act, 1961. Every building plan sanction, every land conversion and every layout approval is tested against it.

For a flat buyer, zoning matters in three quiet ways:

  1. Your building's legality. If the land under the project is zoned for something other than residential use, the plan sanction should not have been issued. A missing or doubtful sanction is a problem you inherit.
  2. What gets built next door. A plot zoned commercial or industrial beside your tower can become a warehouse or a bus depot. Zoning tells you what is allowed, not what is planned, but it narrows the surprises.
  3. Road widening. Master plans carry proposed road widths. A building that sits inside a future road line can lose setback, compound wall or parking.

For a plot buyer the stakes are higher. A plot in an agricultural zone can't legally carry a house until the land is converted and the use is permitted. Our guide to land conversion and DC conversion covers that step.

Is the 2041 master plan in force yet?

No. Here is what the public record shows on 29 Oct 2026:

Item What we found Source type
Zoning in force Revised Master Plan 2015 BDA town planning page
2041 road grid (BDA area outside GBA) Draft notified in October 2026; comments invited for 60 days BDA notice, news report
2041 land use plan (BDA area) Consultant tender for a GIS-based plan; bids due 27 Oct 2026 Tender notice, news report
Core city plan (GBA area) Being prepared by GBA with a longer horizon News report

The Hindu reported on 2 Apr 2026 that BDA had floated tenders for the 2041 plan and that the work would be shared with GBA. A later Hindu analysis described two plans: one by GBA for the core city and one by BDA for the outer ring. Deccan Herald reported on 14 Oct 2026 that BDA had published a road grid and invited feedback. These are news reports, and we label them that way in the sources.

So when a seller says a parcel "will become residential in 2041", treat it as a guess. Nobody can show you a notified 2041 land use map today.

What does the draft 2041 road grid change?

The draft grid is a set of proposed roads for villages in BDA's local planning area outside the GBA boundary. Think of the belt beyond the city corporations: parts of the north, east and south fringe where many new layouts and plotted projects are coming up.

Why it matters:

  • A proposed road through a plot can block plan approval once it is formally adopted. Press reports say approvals in areas marked for roads may be withheld.
  • A road near a plot can raise access and value, but only after it is built. A line on a draft sheet is not a road.
  • The grid can change. It is a draft. Comments from owners can shift alignments.

If you own or plan to buy a plot in the outer belt, find the grid sheet that covers your village and survey number on BDA's town planning page. If the line touches your parcel, write in before the comment window closes. The window runs 60 days from publication, which press coverage puts at about 8 Dec 2026. Confirm that date with BDA.

How do you check the zoning of a specific property?

Use the 2015 plan and work from the survey number. A practical order:

  1. Get the survey number and village from the sale deed, RTC or khata. For a flat, the project's RERA page usually lists them in the approvals.
  2. Open the RMP 2015 land use map for that zone on BDA's town planning page. Maps are large scanned sheets, so allow time.
  3. Read the colour and legend. Residential main, residential mixed, commercial, industrial, agricultural, parks and roads carry different codes.
  4. Check road widths on the sheet. Note any proposed widening along your frontage.
  5. For outer areas, open the draft 2041 grid sheet for the same village.
  6. Cross-check with the plan sanction. The sanction for a building should match a permitted use. GBA's online building plan system has a public FAQ on how sanctions work.
  7. Ask for a zonal regulation reading from an architect or the planning office if the use is mixed or unclear.

For a flat in a RERA project, the project page on the Karnataka RERA portal carries the approvals list. Our step by step on checking a project on RERA Karnataka shows where to look.

What do zoning colours mean in practice?

The legend names vary by sheet, but the logic is simple:

  • Residential (main): housing first, with limited shops and services.
  • Residential (mixed): housing with a wider mix of commercial use. Expect more traffic and noise.
  • Commercial (central or business): offices and retail. Housing may be allowed, but density and setbacks differ.
  • Industrial: factories and warehousing. Housing next to this zone is legal, but neighbours can change fast.
  • Agricultural or green belt: farming. Housing needs conversion and, in many cases, is not permitted at all.
  • Parks, open space and lake buffers: no building.
  • Transport and roads: reserved corridors.

Zoning colour doesn't override other rules. A residential parcel near a lake still has to respect buffer limits. See our lake buffer and rajakaluve checks for that layer.

What if the seller says the zoning "will change"?

Ask three questions:

  1. Changed by which notification? A zoning change is a legal act with a date and a gazette reference. If nobody can give you one, it hasn't happened.
  2. Is there a change of land use order for this parcel? Owners can apply for a change of land use. Ask for the order, not a receipt.
  3. What happens to my money if it doesn't change? If the answer is nothing, you are carrying the risk.

A plot priced on a future zone is a bet on a government timeline. That timeline has already slipped by more than a decade for the master plan itself.

Where do flat buyers usually go wrong?

  • Trusting a layout plan shown on a laptop. Ask for the sanctioned plan and the approval letter.
  • Ignoring the road line. A 30 m proposed road on the sheet can take a slice of the frontage.
  • Mixing up BDA and GBA areas. Since the city corporations replaced BBMP, the planning authority depends on where the land sits. Our explainer on GBA replacing BBMP covers the change.
  • Assuming RERA registration proves zoning. RERA registration lists approvals submitted by the promoter. It is not a fresh zoning check.

Buyer checklist: zoning before you pay

  • [ ] Survey number and village noted from deed, RTC or RERA page
  • [ ] RMP 2015 land use sheet opened for that zone
  • [ ] Use colour matches residential for a home
  • [ ] Proposed road widths checked along the frontage
  • [ ] Draft 2041 road grid sheet checked for outer villages
  • [ ] Plan sanction obtained and use matches the zone
  • [ ] Conversion order checked for a plot on former farmland
  • [ ] Lake buffer and drain distance checked
  • [ ] Any "zoning will change" claim backed by a notification, or ignored
  • [ ] Lawyer has read the title with the zoning in hand

Frequently asked questions

Yes, in everyday use. CDP, or Comprehensive Development Plan, is the older name. In Bengaluru the document in force is called the Revised Master Plan 2015. People still say "CDP road" for a road shown on that plan.

You can buy the land, but you cannot legally build a house on it until it is converted and the zone allows that use. Many green belt zones do not allow housing at all. Check before paying anything.

No date is public. On 29 Oct 2026 BDA had a draft road grid out for comments and a tender for the land use plan. A final plan needs drafting, public objections and government approval, which usually takes years.

Not on its own. RERA lists the approvals the promoter submitted. You still need to read the plan sanction against the zone shown on the master plan sheet.

Send a written objection to BDA within the comment window with your village, survey number and grid sheet number. Speak to a property lawyer about what it means for approvals and compensation.
